Highway 61 and Highway 42 Reduced Conflict Intersection at Kellogg opens June 30

WABASHA, Minn.Construction is complete for the Reduced Conflict Intersection (RCI) at Highway 61 and Highway 42 near Kellogg, and the detour that began on June 7 ends on Thursday, June 30 and the RCI opens to traffic, according to the Minnesota Department of Transportation.

This is part of the project which includes resurfacing 27 miles of southbound Highway 61 from Wabasha to Minnesota City, improving seven bridges and making enhancements in Weaver. All work is expected to be complete at the end of October.

Motorists will still see lane closures and changes along Highway 61. Please be alert to the posted speed limits in the work zones, as well as any bicyclists along the Mississippi River Trail.

Navigating a RCI

In an RCI, drivers always make a right turn, followed by a U-turn. Motorists approaching divided highways from a side street are not allowed to make left turns or cross traffic; instead, they are required to turn right onto the highway and then make a U-turn at a designated median opening. This reduces potential conflict points and increases safety. Generally, the delay caused by a signal is greater than the delay caused by the RCI.
