Title: CONSTRUCTION_DISTRICT

Abstract: Construction Districts: The Minnesota Department of Transportation (MnDOT) divides the state into eight administrative zones that are referred to as Construction Districts. The boundaries of these districts are used to determine which district is responsible for construction activities on trunk highways, and for reporting purposes. The Construction Districts are contained within one feature class.

Construction Districts (CONSTRUCTION_DISTRICT) is a polygon feature class that represents an area that defines the portions of trunk highways and their junctions served by each of the eight districts.

Purpose: This dataset was produced to address the need for accurate and updated Construction District boundaries, based on a collaborative inter-district discussion on the actual trunk highways and junctions served within each district. This dataset represents the second major review and update since the origination of the district boundaries, which lacked the large-scale detail necessary for today's reporting and decision making. The detail and accuracy of this updated dataset is anticipated to support and facilitate mobile data collection.

Attribute Accuracy:

Logical Consistency: A Topology check is performed to detect overlaps and gaps between the polygons and associated Maintenance Subarea polygons that share and edge. If any topology errors are detected, they are then immediately fixed.

Completeness: The data is complete for all 8 MnDOT Districts.

Horizontal Positional Accuracy:

Vertical Positional Accuracy: N/A

Lineage: The existing boundary data was investigated by MnDOTs Office of Transportation System Management (OTSM) and presented to representatives of each district for discussion. The data was then either accepted or edited. If edited, the change was required to be agreed upon by the adjacent district or approved by another official.


District boundaries were held to county lines as much as possible. Where it was necessary to deviate from a county line, the trunk highways were then buffered or offset by following the closest Civil Township line or Public Land Survey line. Any District boundary that followed a road along a county line was offset by 100 feet to include the road in the county with the higher population.

Future changes to any Construction District(s) will go through MnDOT's Office of Transportation System Management and the Route Numbering and Control Section (RNCS) Committee's for verification and the approval of proposed boundary changes.
