Title: SUMMER_MAINTENANCE_SUBAREAS

Abstract: The Minnesota Department of Transportation (MnDOT) divides the state into 8 administrative zones that are called Districts (Districts 1, 2, 3, 4, Metro (formerly 5 & 9), 6, 7, 8). Since some of the districts (Districts 3, 6, and 7) are split into smaller administrative zones, there are 11 administrative zones within these 8 Districts that are referred to as Maintenance Subdistricts. Subdistricts are then split further into 47 Maintenance Subareas. The boundaries of these Subareas/Subdistricts are used to determine which Subarea is responsible for maintenance activities on trunk highways (during the summer or winter season), and for reporting purposes.

Summer Maintenance Subareas (SUMMER_MAINTENANCE_SUBAREAS) is a polygon feature class that represents Subareas during the Summer Maintenance season within the 8 MnDOT Districts. A Subarea represents the area that is maintained by a specific truck station during the summer or winter seasons.

Winter Maintenance Subareas (WINTER_MAINTENANCE_SUBAREAS) is a polygon feature class that represents Subareas during the Winter Maintenance season within the main 8 MnDOT Districts. A Subarea represents the area that is maintained by a specific truck station during the summer or winter seasons.

Purpose: This dataset was produced to address the need for accurate and updated Maintenance Subarea/Subdistrict boundaries, based on a collaborative inter-district discussion on the actual trunk highways and junctions served within each district. This dataset represents the third major review and updates done in 2018, as the origination of the district boundaries lacked the large-scale detail necessary for today's reporting and decision making. The detail and accuracy of this updated dataset is anticipated to support and facilitate mobile data collection.

Attribute Accuracy:

Logical Consistency: A Topology check is performed and validated within ArcGIS Desktop to detect overlaps and gaps within the polygons of the feature class(es). If any topology errors are detected, they are then immediately fixed.

Completeness: Data is complete for all 8 MnDOT Districts.

Horizontal Positional Accuracy:


Lineage: The Maintenance Subareas polygon layer originated from a polygon layer called "Winter Subareas" created by Dan Flatgard. Formerly, the terms "Subarea" and "region" were used by districts to describe varying units of maintenance management. During this data update, the term "Subarea" was accepted as the uniform and consistent unit to define maintenance activities. Originally the Maintenance Subareas were defined by the boundaries for winter maintenance activities. As of 2018, there is two separate polygons representing the summer and winter seasons for Maintenance Subareas specifically. The jurisdiction for summer and winter-based maintenance activities can deviate substantially for each Maintenance Subarea.

The existing Subarea boundary data was investigated by MnDOT's Office of Transportation Systems Management (OTSM) and presented to representatives of each district for discussion. The data was then either accepted or edited. Agreement was only required if the Subarea boundary was external and adjacent to another district.

External boundaries of Maintenance Subareas coincided with Construction Districts boundaries (with exceptions), and so were held to county lines as much as possible. Where it was necessary to deviate from the Construction District boundary, the trunk highways were then buffered or offset by following the closest Civil Township or Public Land Survey System (PLSS) boundary line, as best represented cartographically. Any boundary that followed a road along a county line was offset by 100 feet to include the road in the county with the higher population.

Future changes to any Maintenance Subarea/Subdistrict(s) will go through MnDOT's Office of Transportation System Management and the Route Numbering and Control Section (RNCS) Committee's for verification and the approval of proposed boundary changes.
