Hwy 14 Stockton Hill temporary traffic signals moved to new locations; Seminary Drive detoured
STOCKTON, Minn. –Hwy 14 motorists on Stockton Hill will encounter new locations for the temporary traffic signals as construction crews continue making progress improving the slope and making drainage improvements between Stockton and Winona, according to the Minnesota Department of Transportation.
The work has moved to the Winona side of the hill, so the signals are moved. The signals allow residents and businesses to safely reach their locations on the hill on the single lane of traffic that remains open. Work is planned at six sites along the Winona side and the traffic pullout area will be permanently closed.
Additionally, Seminary Drive is closed and detoured while work takes place in this area over the next six weeks. People who use Seminary Drive can use Quarry Hill Road. Signs mark the detour route. The signals are west of Seminary Drive and west of the entrance to River Bluff Church.
The project detour continues to route through traffic around the construction zone. Motorists on the west side of the project should take Winona County Road 23 north at Stockton to Hwy 61 at Minnesota City. Motorists traveling from the east will take the route in reverse. Residents and businesses on the hill can still reach their destinations using Hwy 14.
Construction crews are repairing the slope and making drainage improvements onHwy 14. They started on the Stockton side and have progressed to the Winona side of the hill. This work will guard against future erosion along the slope. Crews are also widening the shoulder of the road and replacing guardrail.
Highway 14 between Stockton and Winona will be repaved in a separate project in 2026.

- Be patient. Expect delays, especially during peak travel times.
- Do the zipper merge.
- Avoid making unnecessary lane changes.
- Never enter a road blocked with barriers or cones.
