Public Notice and Opportunity for Comment
September 26, 2024 - October 11, 2024

The Minnesota Department of Transportation (MnDOT) proposes to reconstruct US 75 from West Main Street to Veteran’s Drive within city of Luverne. MnDOT is in the design phase of replacing the entire road within this corridor. The project will replace the existing bituminous road and reconstruct a new concrete road for the roughly 1.16-mile section, as well as improvements to water and sewer infrastructure. This project will result in wider shoulders, improved bicycle and pedestrian mobility, and improved vehicle turning clearance at intersections. The intersection of US 75 and West Main Street will be modified to accommodate vehicles with wider turning radius and improve the pedestrian crossing systems. In doing this, a portion of the city’s Flag Park will be impacted.
In accordance with 23 CFR 774.5, MnDOT is soliciting comments on the effects this project would have on Flag Park. The project will temporarily impact 0.11 acre of the park and permanently impact 0.02 acre of the northwestern edge of the park.

The Federal Highway Administration has made a preliminary determination that the proposed action at Flag Park is a Section 4(f) de minimis action in accordance with 23 CFR 774.5, conditioned on public review and comment. A de minimis finding may be made when uses of Section 4(f) land will have no adverse effect on the protected resources. Information on this impact and avoidance, minimization, mitigation or enhancement measures is available here.

MNDOT requested public comment on these impacts to Flag Park through October 11, 2024 (now closed). Comments were documented as part of the official record.
