About the project

Summary of work

Highway 11 is in need of long-term improvements to address safety and aging infrastructure. Construction was originally planned for 2025 but was moved to 2026. When complete the project will:

• Replace deteriorating pavements
• Realign the section near the Roseau Airport
• Reconstruct the "ridge" area with right-turn lanes and center left-turn lane
• Replace culverts

Project schedule

Staging information and detour routes are subject to change.

Stage 1

Construct Highway 11 realignment near airport.

This portion will be constructed throughout the duration of the project.

Traffic impacts

• Maintain traffic on “old” Hwy 11 while constructing new alignment. 420th Avenue south closed at Highway 11.

Stages 2-3

Reconstruct Highway 11 from Roseau CR 13 to Hwy 313 in Warroad. Work includes shoulder widening from 549th Ave to 570th Ave.

Late-May to late-July

Stage 4

Reconstruct Highway 11 from 17th Ave NE to Roseau CR 13
